We have been to Lisbon many times and the Graca / alfama area is the best. On the plus side there are no stairs, good hot water and good water pressure. Unfortunately there were many deficiencies, which individually would be acceptable, but taken together rendered this less than a pleasant stay. To begin with, despite confirming our arrival time twice, we were left standing in the street waiting for the keys to arrive for 90 minutes. The front window wouldn't open, the shower drain was plugged, and kitchen was woefully under supplied. There were no wine glasses, no can opener, no kitchen knife of any size, and no cutting board.
