The opening hours are: Mon-Fri 10:00 to 20:00, Saturday and Sunday 10:00 to 15:00.
You'll have to look hard to find it - it;s in the building next to the elephant statue, and outside there is a large ceramic sign saying "Delegacion de la Juventud".
It's a beautiful building, a typical old Andalusian "palacete", which just means really a rich family's house. It's worth going in to look. It starts with a "Zaguan", a sort of entrance lobby leading to an interrior patio. This patio has had the open top roofed over. All around this patio at first-floor level there is a balcony, which is really the corridor allowing you to go from room to room at that level.
The ground floor of the building had an Art gallery where they have different exhibitions all year round, and in December they have the "Belen", the Christmas Crib, which is in fact an enormous scene of the town of Bethleham and surrounding countryside, with little workshops with all the different craftsman in miniature.
Well worth going to see.
You can see this when you go to the Sunday market in the Marina - it's just across the road.
