I have stayed at the Primrose on two seperate occasions. Firstly, shortly after Typhoon Haiyan and as one can expect the conditions were not great. Going there again recently (9 months after Haiyan, with everything repaired back to normal it seems) unfortunately the place is still quite run down with poor amenities. Wifi only in the lobby. AC worked fine in the room. Bathroom was fine. I suppose the aspect I did not like the most was the bed and a smell throughout the room..

Been to tacloban and stayed in this hotel. They have newly renovated rooms. Not much amenities, however, the rooms are clean and the price was very affordable. Would recommend to friends who will take a quick trip to tacloban.

The hotel has no extravagant amenities, but, it has a decent newly renovated room with average service for a very good price. Sits at the heart of the city and close to fastfood chains, shopping center and the cit's central business district. XOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOXOX

The Primrose is below the minimum standard hotel that I would usually stay at, but circumstances being as they were, there was little choice, and from what I have read about other hotels in Tacloban, there may not be much difference between them.
Good points - right in the heart of town, close to fast food (you'll need it), the waterfront and shopping. Room was clean, bathroom was clean, bathroom had hot water available, towels were clean but very much on the thin side, bed linen was clean, bed was passable, staff were semi-friendly and helpful, working aircon in room, cable TV, no bites from any creepy crawlies and its cheap at 800 php per night.
Bad points - right in the heart of town (traffic begins at 4.30 and doesnt stop until very late), hot water didnt work, rust stains in shower and old plumbing fittings, door locks are not strong so lock possessions in your case or take them with you, one emergency exit was chained, no food or drink available, no elevator, rooms are very tired and badly in need of makeover - even a coat of paint would improve them out of sight, water pressure was poor, strong smell from basin in bathroom, water leaking from somewhere in bathroom, one small piece of soap provided.
I suppose for the equivalent of about 20 Aussie dollars a night not much more could be expected especially in a provincial town in the Philippines. Would I stay here again? Only if there was nothing else available. I understand one or two of the other hotels are a little better.

Room Tip: Suggest asking for a room at the back away from the street so the traffic noise may not be so bad.
