This was one of the "tourist" things I had not done in Albania. I did it as a day trip using public buses.
From Tirana I left on an early bus to Fier (they leave frequently - I think every 30 minutes from the "southern bus lot" at the Eagle Square entering Tirana). Bus ride is approx. 2 hours.
In Fier you will take the city bus for 50 lek to the small village of Pojan. (the bus leaves on the main road going west RR Brigade IX Sulmuese at Rr Leon Rei) pretty much hourly - on the hour (on the 1/2 hour on the way back).
In Pojan, follow the signs (and European Tour Busses) up the mountain top - 15-20 minute walk.
Although I did not eat there, there are two restaurants/bars in the complex. One as you enter and the other one at the very top of the mountain.
I took the 1:30 bus back from Pojan, the 2:30 bus from the "Train station" in Fier and was back in Tirana by 5.
It is definitely worth the trip.
