We went here having stumbled across the signs for 'sky reataurant'. The restaurant itself is on the 3rd floor of what appears to be a guest house.
The food is a mix of Filipino and Japanese with some western dishes too. All the dishes we had were delicious in particular the teriyaki chicken.
Getting there early ensures that you can watch the sunset whilst enjoying a great panoramic view of the harbour and the mountains.
