Very good museum with 3 floors of Smolensk history, everything that is not covered in the two war museums. The ground floor is about the Soviet period, the 1st floor is about ancient Smolensk up to Peter the Great, and the last floor is a sort of local memorial to everyone who has died in a variety of conflicts around the world. Even if you don't speak Russian, most of it is understandable. Defintely to be visited if you are in the city.
