Difficult one this: We have stayed at the Colina Mar several times before and knew that between our previous visit (February 2012) and this November trip that rooms were being refurbished, and so were hoping to report an overall improvement.
The room refurbs are a good move in general and provide the improvements required to what were becoming tired rooms so an up side to things here, some people may be sorry to see that the bath/shower has been replaced by shower only but the old baths were on the small side anyway and you have to accept that water conservation is an issue for the island. The shower units installed in their place are good and effective and other room improvements too help them to be more appealing.
The down side of things all really relate to the Main Bar or 'Disco Bar' as they call it:
1. We were all inclusive for this trip so although not a bother to us, many will be disappointed to hear that the early evening 'Happy Hour' has been given the elbow, now just a late Happy Hour 11pm - Midnight. All Inclusive drinks now finish 11pm too.
2. Entertainment shows seemed considerably reduced and information about them virtually non-existent (the entertainments forecast board which usually shows the acts coming to the hotel for 1 - 2 weeks was conspicuously barren).
3. A couple of very young people currently acting as hotel entertainments crew are really only suitable for childrens entertainment. They lack experience and attempts to keep the adults amused in the evening were strange to say the least (first time I've been offered photocopied sudokus as evening entertainment!). This also not helped by a similarly inexperienced PR girl.
All of the above contributing to a reduced attendance in the bar, we have stayed in Puerto Rico many times and even when not actually staying in Colina Mar we used to come quite often for it's entertainment, and along with many others would boost the bar takings while doing so but without the entertainment forecast board this type of patronage is much reduced.
For the benefit of those considering going all-inclusive I can perhaps explain mixed comments about the food:
Firstly you have to appreciate that when the hotel was built (1985/86) it was most likely considered that the buffet counter would be only be required for breakfasts and that other meals would be cooked to order from menu (a la carte), in recent times more and more people have preferred an all inclusive deal and although the Colina Mar offer this as an option they are somewhat limited by the size of the buffet counter, which short of a major rebuild on a difficult hillside means that only so many dishes can be offered at the buffet.
I believe that they try very hard to ensure that there is always enough variety to ensure that virtually all will find something they would like, but as explained the size restriction of the buffet counter means that perhaps that also restricts the type of dishes. What is on the buffet counter is of good quality and we ate well for our 2 week stay. Remember that if you should want a change from the buffet then the a la carte menu is still available at 50% discount to all inclusive guests.
We are told that some of the current issues are soon to be resolved and as we will be returning again in early February 2013 .... Watch this space!

Basic apts but very clean, great shower, walk down to the beach taxis everywhere else. Great views, nice staff. Bathroom clean. Supermarket on site is very handy and not to expensive.

Most enjoyable stay at this hotel. Staff never done cleaning and extremely polite and very helpful. Food not exactly a' la carte but always had something we could eat, breakfast repetitive but a huge choice. Pool cleaned daily and spotless clean, and always plenty of sunbeds don't know what it would be like high season as we stayed 20/10/12. The position lets this hotel down as it is at the top of the hill,but the upside well away from the centre and the music from the clubs. Only other fault with this hotel is no air conditioning but I think they are starting to put it in shortly. all in all enjoyed our stay at this hotel and would go back.

Room Tip: request a fourth floor room and an extra fan

Lovely apartments, not the most modern but you get what you pay! They aren't dirty and every other days they get cleaned and fresh towels and bedding. 2 lovely pools with entertainment in the bigger one! Food is very repetitive but there is definitely something for everyone and of not you can ask for it! There is food literally all day if you are all inclusive and ice cream and drinks are free obv! It's at the top of a massive hill so make sure you always have taxi fair or its 600 steps up and down or €3 in a taxi! Lovely apartments, lovely area would definitely go back!!

Room Tip: There aren't any bad rooms but it may be a but louder on top of the bar but that's obvious!

very basic apartments but clean and tidy, we stayed on a floor near the bottom, but would recomend that when booking try for a floor near to the reception, as you need to use a number of lifts to acess the building, situated right at the top of a mountain next to the europa centre. its a 25 min walk to the beach down hill, but allways a taxi back up, we found the staff very helpfull, and if you have got a late flight back home, and cant keep the room on as we couldnt, there are courtesy shower rooms available, so you can still refresh before leaving

Room Tip: book a room on the same level as reception
