The locals call it the Boulevard of Broken Dreams! I think not, as it is one of the most beauiful walking places near the sea in the Philippines. It mirrors the Bay Walk in Manila without the pollution and the noise. There are restaurants and night spots, nice lawns to sit on and a lovely sea breeze to cap it off.
Friday and Saturday nights are very pleasant as the local people have their small food stalls to cater for the hungry. Usually the Coco Amigos restaurant have a stage out front and various guest artist perform their talents. I like to sit on the sea wall and get the full combination of the flavors of food, nice music with a gentle sea breeze.
The locals say that many hearts have been broken by promises of marriage at this beautiful venue.
My favorite restaurant along this boulevarde is the Casablanca Restaurant, it is a top spot with top everything to go along with it.

It's full of couples strolling and families playing, especially at night. It feels very safe and peaceful. It's compact. You can sit and watch the waves, or the many ferries that pass by from the nearby port. You can also have a neck and foot massage (just be sure to ask for a soft one). There are many bars, restaurants and cafes that run parallel to the boulevard and the downtown is also close by.

The boulevard has too long been home to vagrants camping out there who aggressively panhandle/beg from everyone. Now they store their bags of belongings behind the older cement benches turning the blvd into a free riff-raff campsite.

The adult beggars poop and pee just over the seawall, while their kids run around with no pants on, evidently pooping and peeing where and when they get the urge, then their parents wash the kids' bottoms in the public water sink.

Evidently anyone from Mindanao who wants to come to Dumaguete live on the streets and beg money are welcome, because City Hall isn't doing anything about it.

If the general public would complain, maybe the mayor's office would do something about it. But complaining is not something commonly done here..

Note to tourists: Please do not give food or money

Rizal Boulevard is a nice walk, Dumaguete City to it's credit does an excellent job in keeping this area and in fact all the city very clean. The boulevard is clean, not very long, can be plagued with homeless begging children, and when your heart gives in to one you are inundated with dozens. Its at the Dumaguete port so little of the beach is seen at low tide and what you can see is rock and pebbles. It appears to be the centre of the nightlife with numerous disco/karaoke bars, clubs and restobars

Clean, wide space for frolicking...Perfect for an afternoon getaway relaxing under the shade of acacia trees, or sipping coffee in nearby cafes...
