The beach at Fort DeRussey is free to everyone and is the largest expanse of beach on Waikiki Beach. You can take advantage of the Hale Koa Happy Shack and poolside snack shop. They offer good food and no sales tax. We purchased Hagen Daz at the Happy Shack for $1.95 a tub and the exact same ice cream next door at the Hilton was $3.95 plus tax. The park at Fort DeRussey is the most beautiful green space on the beach area and provides picnic tables for your enjoyment. The luau is very reasonably priced and is on Monday and Thursday nights. When you want a break from the sun visit the free Army Museum (closed on Mondays).

We stayed near this area and enjoyed the walk along the beach and the actual beach was really nice as well.

You don't have to be military to enjoy the beach and park at DeRussy (although as a former Army brat, this is how I first experienced the area.) The beach is the widest and least crowded in Waikiki, and many of the amenities are available to civilians, including the Barefoot Bar, the snack bar, and Happy's Deli. There is a large lawn area where you can also use the BBQ's for a great outdoor meal (we always enjoy watching the sunset from there.) In addition, the parking at the nearby Hale Koa parking lot is very reasonable.
