We needed a place where six guys could have lunch, and our relatives who live in Newport suggested the Marina pub. It's on Goat Island in the middle of the harbor. The cuisine and decor are typical of what you find in a pub, but the prices are perhaps a fraction of what other places may cost. The only drawback is that when you sit outside the pub you are not quite on the water, but rather have a nice view of a parking lot. It's maybe 30-40 yards to the water, so you do have a nice view.
So it you want a decent option close to the water where the locals go, I suggest you try out the Marina pub. It's a decent choice.
