“I spent a whole month at the Victoria Hotel - cost me a whopping $660.”
Reviewed August 10, 2011

Yes $660 for something that is not particularly fancy but provides a nice clean room with cable tv, cold air conditioning free wifi and a very friendly staff, as well as reliable hot and cold showers, a small refrigerator and all in an absolutely perfect locations. There is an excellent and reasonably priced Japanese restaurant in the hotel that provides room service delivered by a courteous staff that doesn't seem to expect anything but a thank you.. There is also a great little cafe next door- Cafe at the Park - which does excellent lattes and cappuccinos as well as their own ice cold frapachilliies - and serves a great breakfast and lunch too.

This wonderful little budget hotel is located directly across the street from the American
War Memorial Park and within a five minute walk to the beach where picnic tables and barbecue grills are available free of charge courtesy of the National Park Service.

All the restaurants, bars and nightlife of of Garapan are right in the neighborhood along with a number of car and scooter rental establishments. The Mariana Island's only hospital is about a ten minute walk away.

Let me say - don't miss the Thursday night - "Night Market" which usually runs between about 6pm to 9pm where many of the local restaurants promote themselves by offering fantastic take-away meals with generous portions for five or six dollars.

The hotel also offers at a slightly higher rate larger family rooms and rooms with small kitchens as well as balconies overlooking the park.

If you don't want to spend an arm and a leg but want a nice, clean comfortable place to staff in a perfect locations this is it:

This 1-2 stars hotel caters to low budget guests with most on them staying on a weekly or monthly basis.
Rooms are basic with TV, rusted fridge, A/C and a free slow WiFi internet access.

Cleanliness is an issue as well as the bad smell in hallways and rooms. Also expect to share your room with tons of ants.

Rate is US$50 plus tax.

The guy at the reception was very polite and informative and took me for a room inspection.

Once again, book and stay here only if you are on a tight budget and ready for concessions regarding comfort and cleanliness.

I’ve stayed at Victoria Hotel more than once, both when it was under the former management, as well as in 2010 and 2011, after the current owner and manager took over. The new manager is Japanese, and you notice this immediately in the high quality and responsibility with which everything is handled at the hotel.

First of all, you cannot find a better located yet reasonably priced hotel than Victoria anywhere in Saipan, and believe me I’ve spent enough time in Saipan to check out other properties. The hotel is located in Garapan, right near the landmark Micro Beach, which, in the opinion of many, is the best beach in Saipan. Whether you are looking for calm waters for snorkeling or want to windsurf, this is the place, yet the beach is never crowded. As already mentioned, Victoria sits right across from the Memorial Park, providing you with a picturesque stroll among native trees at any time of day. You can walk a bit further North to a pier, and enjoy a gorgeous sunset and a Managaha Island view, or you can hang out at the beach and beautiful gardens of the nearby Hyatt, without paying hundreds more for your stay, and enjoy some live music there in the evenings.
Victoria has a great and authentic Japanese restaurant, ran by the owner’s lovely mother. Mr. Kitaoka, a very kind gentleman who runs the hotel, has done remodeling and upgrades at Victoria in the early 2010, which included all rooms and the lobby. Most staff members also have been replaced, and now are distinctly attentive, courteous, helpful, and friendly. All speak fluent English, and some additionally speak Japanese. They can make tour, diving, and car arrangements for you, and always make sure your stay is a pleasant one.

Rooms are very spacious and comfortable, even compared to some top hotels on the island, that often have smaller rooms than Victoria. You get a wealth of amenities in your room, dressed in understated island décor, from a full bath tub, natural stone sink counter-top, and toiletries in the bathroom, to cable TV with VH1, CNN, and all primetime channels, to telephone, mini-fridge, microwave, nicely appointed furniture with one queen or two full beds, a writing desk, chairs and a table. For families or groups of friends they also have a 2-room 2bath suite with a kitchenette and 2 balconies overlooking the park, furnished with a king, queen, and single beds, and a sofa.
All rooms and the lobby have a free wireless internet access! Rooms facing East and North all have balconies, rooms facing North, in addition, have uninterrupted views of the beautiful Park as well as glimpses of the sea (through the trees).

Rooms are clean and neat, and the housekeeping staff is very thorough and efficient. Any kind of issue or deficiency you may rarely come across, which happens at any place, is immediately addressed by the staff as soon as you alert them, so make sure you let them know if there is something that you need, as related to your room. I was surprised and amazed by the extent to which they will go to make you feel comfortable in your room, which kind of attention is one of the benefits of staying at a smaller hotel.

Some of the rooms on the 3rd floor also have kitchenettes, which is useful if you like making your own meals, like I do. On Tuesdays there a farmers’ market in Gualo Rai, a 15 minute walk from Victoria in the southerly direction, where you can buy a variety of local produce. Just a 10 minute walk from Victoria in the same direction gets you to one of the largest supermarkets on the island, Joeten (Garapan). There you can find any kind of food, from your staple American products, to those from Korea and Japan, as well as some local and California produce, personal care items, over-the-counter drugs, household supplies, and gifts, including those made locally. Also, in Garapan you are surrounded by a myriad of restaurants, convenience stores, and gift shops, as well as find yourself near an upscale shopping mall (across the street from the above mentioned supermarket) featuring boutique stores such as Gucci, Prada, Cartier, Hermes, Louis Vuitton, and Polo Ralph Lauren, among other.

What’s great about Victoria is that you can pay per day, week, or even per month, with longer stays yielding substantially lower rates. For someone like me, who comes to Saipan for more than a week, this is an amazing deal. Daily rates, as of my writing of this, start at $55, and monthly rates at just $600.

The bottom line is, if you want to spend $200-300 a day on a room that is beach front and has a sea view, go with one of resorts, none of which are new or particularly luxurious in Saipan. But, if you realize that you’ll spend most of daytime outdoors anyway, and want to save money for many fun activities, while enjoying a reasonably comfortable stay with no compromise, and in the best location too, Victoria is for you.

This hotel is a local hotel on Saipan. Most tourists stay at the fancier resorts, but if you are looking for a budget place to stay, this one is in a good location. It is near American Memorial park and a couple blocks walk from Micro Beach, which is the main tourist beach where the Hyatt is located (it is a public beach so anyone can go). This beach is nice, with smooth sand and no rocks/coral in the water. We highly recommend renting a car to explore some of the other beaches on the island though, to experience the good snorkeling and beautiful rocky vistas at some of the other beaches. One tip on renting a car: prices will be much cheaper if you do so upon arrival rather than with advance booking, although in high season you'd have to take your chances that there will be cars available.

The hotel itself is nice. It is fairly small, with only 26 rooms. It is 3 stories, and there is no elevator. The rooms are a bit old, but perfectly adequate. Some might describe it as shabby, because the bathrooms are a bit old and the bedspreads a bit worn. But everything was clean. The showers are salt water, which was fine.

The hotel staff was very nice and helpful. They gave us a discount without asking upon check-in, since it was off-season. There were not many people staying in the hotel when we stayed. The staff was helpful with restaurant suggestions, even letting us use their phone to schedule a boating trip to Managaha island (can't miss this if you are visiting Saipan--best snorkeling!). Our sink was having trouble draining and we told them about it, and they immediately fixed it. They were always available, even when we had to check out at 4am to make our early morning flight.

Overall, this was certainly not a luxury hotel. It was an average cheap hotel. For the price we paid ($50/night), it was definitely worth staying here rather than at a resort for 4 times the amount. If you are planning on staying here, you need to know not to expect something really special. But for those on a budget, it is great. We really enjoyed our stay. The best way to book the hotel is to call them, as they don't have a website. Their phone number can be found by a simple web search.
