We traveled through Romania a few times, and a couple of those times stayed at Pension Rosarium. The owner is English-speaking, but the staff is not, so if you have any special requests, it is a good idea to e-mail her ahead of time, as she is usually not there, but she'll take care of everything. The first time we had a hard time finding the place, and it was late, and none of us spoke Romanian. We called the hotel, and had a hard time trying to get directions from non-English-speaking receptionist. However, he tried his best to understand where we were and drove to us to guide us to the place, which was just great. The rooms are nice and clean, and there is parking space provided. And once you know where the hotel is, it is very easy to get to. All in all, we paid 38 Euros for family suite of 2 nice rooms, with enough sleeping space for the 5 of us, and it was just what we needed. I don't know about a longer stay, but for overnight in Bacau, this is a great place, we're going to stay there overnight again this summer.
There is a kitchen on the first floor that you can use (fridge, stove, microwave and all).
One downside is you have to pay in Romanian Lei, so make sure you have enough. You can use ATMs in Bacau to get cash, but make sure you do that before you arrive to the hotel.
