This is a convenient and locally well-known hotel. Taxi drivers don't have trouble finding it. The English name would be "New Century" and that appears on some of the hotel name signs. When I was there, in early March, it seemed the hotel was used mostly by Chinese businessmen and a few Chinese tourists. Didn't see any other foreigners and I don't know whether English is spoken or not.
My room on the 7th floor was quite comfortable and well furnished. Free internet connection supplied (no wireless.) Two things you might not like if you are from the US are the exposed bathroom and the rather hard beds. The bathroom "picture window" did have a shade that could be lowered for privacy, but this particular design seems to be popular in many parts of China for medium-range hotels.
Breakfast was included in the room cost and was filling and adequate. Mostly Chinese selections and nothing lavish. For the price, however, I have no complaints.
Location was at a fairly busy intersection. Could hear some road noise, though it did not interfere with sleep. Grocery stores and snack shops were nearby across the street, with larger restaurants a short taxi ride away. Massage and sauna facilities were also close.
I was apprehensive about Ruili night life, so I did not explore much after dark. I would definitely stay here again on another trip to Ruili.More
