I've been going to Toby's for years when I am on Whidbey Island. There is a complete menu, but really only ONE thing to have here; the one or two pound orders of steamed mussels, fresh from Penn Cove right outside the window.

Don't expect a lot of atmosphere; this is a locals place, with a pool table, rough looking bathrooms, and waitresses that have been at it for awhile. However, the view is spectacular, and the mussels are to die for. Like wine? You can have a great bottle of Hogue Cellars Reisling (goes great with mussels) here for just $12.

Give the tonier spots a miss, go to Toby's, relax and enjoy a truly unique, authentic Washington experience.

“Funky and delicious”

Second visit to Toby's and it was as good as the first time. Very good waitress. We ordered different dishes to share and she asked in what order she could bring them. As soon as we finished one she cleared the table and brought the next. Clam chowder hot and creamy. Penn Cove mussels are the best, grown in the bay right outside. Couldn't get any fresher. Best and tenderest Calamari we've had. Fish and chips very good, 4 large pieces plus fries and slaw. I'm sure the tarter sauce & cocktail sauce were made in house.
Price is right for a abundance of good food. We will return before our trip is over. The ferry ride at sunset back to Port Townsend made it even more enjoyable.

“The Food was Great, But Cleanliness Made me Wonder........”

I wondered just how clean the kitchen is when we were seated by the front window and found ourselves staring at a dusty window sill and frame covered in dead flies..................

The food appeared promptly, the mussels (harvested in the Penn Cove which the restaurant overlooks) were delicious and perfectly prepared.

It is an old building, and the tavern is marketed as one of the oldest in the area, but I would suggest it needs a thorough cleaning from top to bottom, and ongoing attention to cleanliness to forestall putting off other diners.

“Four star Mussels”

Four stars for the fresh mussels. Also enjoyed the fish and chips (cod). Could have done without the oyster burger and the snippy waitress. Give it a try!

“Great place for a burger”

If you are in the mood for a good burger, this is the place. It's on the water if you can get a seat at that end of the restaurant. The decor is funky with lots of stuff to look at. Great for lunch or dinner.
