This restaurant can be a little hard to find if you don't know El Paso, but it is worth the search. It is not a fancy place and it is a bit small, but the service is friendly and first rate. The food is also excellent. In particular, the caldo tlalpeno is fantastic. This is perhaps the best value in the city, and is truly authentic home cooked food. This is the first place I head for when I come to El Paso.
