Second visit, and to be honest we weren't in our room for long during our two night stay. When we were, we slept very well, and the room, while small, was in good condition with a comfy bed and a strong, hot, shower. I can't comment on other floors but everything was clean and well kept.
Reception areas busy but efficient and polite. Safe deposit is free and via reception but effiient and helpful.
Our room was on the 33rd floor with a view of the Hudson (just about!).
As for location, there's a subway train from/to JFK directly outside (the E line), for $7.50 door to door. 3 blocks to the Empire State. 8 to Times Square. Well placed for the High Line and getting down to the Villages and Financial District as well as to the lights and shops and galleries.
It's never going to be quiet - there are a lot of rooms - but we had a peaceful stay on our floor.
