Here is the summary:
1. Resort itself is nicely designed. Outside area is green and pools snake around making it feel less crowded. 2 water slides and separate 1 adult only jacuzzi and 2 family jacuzzis.
One problem: during our entire stay water in pool was too cold to enjoy. Not freezing but on the cold side.

2. Beach is pretty but too many rocks to enjoy, not really for swimming, so we drove to other beaches.

3. Restaurant on the property was not good in our humble opinion. Had lunch there one time and that was one too many.

4. Room B404 was exactly as described and is in great condition. Clean, everything newish. Unit has obstructed view of ocean and located on 4th floor.
Stove, cooktop, washer/dryer, toaster, coffee machine - all worked perfectly well.
Dishwasher was not doing a good job and that created some extra work.

5. Location and neighborhood.
From one stand point it’s convenient to be only 18 min away from airport and Costco, Safeway and Foodco across the street (3 min walk). Many eateries around.
From another it’s not a good neighborhood for walking. There is a Oceanside trail that is being advertised but it has small camps of people drinking/maybe living there. We went for an evening stroll and were quite uncomfortable.

So in retrospect we would consider staying in a different location with better neighborhood and on the swimmable beach.

I love Waipouli Beach Resort, and I really like booking through Kauai Calls because it's a lot more straightforward and you typically know exactly what to expect when you get there. However, I'm giving this experience a less than stellar review for a couple of reasons.

The view- first and foremost, I think the view from this unit is deceptively represented in the promotional photos. The view while you are *in the living room* is spectacular. From everywhere else it is really disappointing. I'm attaching photos to this review that accurately show how it looks when you're in the rest of the condo.

Appliances and furniture- usually Kauai Calls units knock it out of the park. This one left a bit to be desired. The couch is extremely uncomfortable, and the furniture in the living room and entryway are too bulky for the space making it feel a little cramped. The safe was already locked, so we couldn't use it. And the coffee maker was really gross. Our first morning there I had to clean the water reservoir before we could even use it. Beds were good, though.

I still love the resort and I will book with Kauai Calls again, but this unit let me down.

We've stayed at various resorts and condos on all the islands. Waipouli Beach Resort is the best all around choice. First, the resort is in the heart of Kapaa, which is 18 minutes from the airport, and halfway between Poipu and the North Coast. It's across the street from a shopping center, but you don't notice it at all because of the privacy, superb grounds, and private beach. The pool complex, spa and restaurant are all superb. The variety of condo decors and views are endless. The layout is perfect. They have struck the ideal balance between laid back upscale adult retreat and everyday kid-friendly wonderland. We booked our condo with Candace at Kauai Calls.

We rented this condo in February for 5 nights. Kauai exclusives was very easy to get ahold of and responded very quickly to any questions we had at the time we booked, before arrival and after arrival too. I would use Kauai Exclusives again. 
The condo F302, had a great view of the pool, no ocean view, but the garden and pool are lovely. Clean and well decorated. We made sure we were not overlooking a parking lot before we booked. The condo had two large bedrooms and two very large adjoining bathrooms. Showers and soaking tubs in both. Kitchen was large and had everything we needed, except we did buy a cookie sheet while we were there. Parking was conveniently located right outside the entrance to our building. The unit and the complex was quiet in the evenings. 
The restaurant and bar were pretty good, happy hour had a nice selection of cheap drinks and a few apps. The bartenders were really friendly and we had a good time there most days after touring and soaking up the sun.
The beach was clean but be prepared for rocks in the water, so we didn't do much swimming there, just a quick dip after relaxing on the lawn chairs provided on the beach. There is shade available along the beach to get out of the sun if you wish. 
There were plenty of restaurants in the area and around the island. I would especially recommend Sams Oceanview. Great food and view. We arrived without reservations and they were full but after moving people around at the bar, they made room for the 3 of us. They were very accommodating, friendly and the food delicious. 
Overall, we had a great vacation and would recommend this property. Kauai is beautiful and a different experience from the other islands. We loved it, the people, the landscapes, the hiking, etc. Also would recommend holoholo tours of the Napali coast, with snorkeling and whale watching, very fun and amazing!

The rooms and condo suites are privately owned and either rented out by the resort or through rental sites. They come furnished but you pay for cleaning and/or maid service. We stayed here about 5 years ago and also recently. The front desk staff is very friendly and helpful. They are very responsive to problems for the facility ---like a tripped circuit breaker but for appliance, cookware, furniture problems, they just refer those to an owner who may respond at his convenience. We never got a response about the broken coffee maker but got quick response on the circuit breaker.

The resort is very clean and well landscaped. The pool area is a treat with several hot tubs, a large pool and pool walking area. The two water slides were fun also. We would recommend staying in Building G on the upper floors facing the ocean (even numbered rooms). The sunrise from those rooms is special. . You will find it helpful to do a web search for the resort layout when choosing a room. It is also located on the Kapaa Trail which is about 6 mile long walkway that winds along the ocean.
