Because this is not beachfront, and is a half hour or so from the beach, the rates are not as high.
Also, there is a full kitchen which increases the value. A short walk up the hill is a shopping center with a grocery, which is very helpful. It does get windy up there. To me, the greatest value is that you are that much closer to the Mauna Kea Resort, and thus have a better chance of getting one of the beach parking passes at the Mauna Kea gate. (they only distribute 30 parking passes daily to those who are not guests at Mauna Kea). The rooms were OK, but I understand that some had been updated and others would be. The pool and spa area have been updated and they are gorgeous! Great sunsets from the parking lot!
