I would like to rate Panda above average, but that's not an option, so I 'rounded up' to very good. The food was above average, not falling prey to 'it all tastes like it came out of the same pot' with some distinct flavors. While chow mein is perhaps old school American Chinese I often use it as a litmus test for the kitchen, and here the veg were fresh and not overcooked, the pork was not odd bits of minced meat, but decent slivers of roasted pork with its own flavor. The egg roll was more on the average side, as was the Won Ton soup (yes it was a day for all the old school dishes from my childhood Chinese, American style). The service was a bit disinterested, but not to the point of creating any problems. As far as I know, this is about the only Chinese between Hancock, MD and Winchester VA, and it is worth a try. OH - don't be fooled by some of the mapping software, other sites that put the restaurant in town - it is south of Berkeley Springs on 522 at the Morgan Square chopping center (where there is a McDonalds and Food Lion)
