We arrived at Roosevelt's when it was about to close (9pm or so, but we are Italians so usually eat quite late). It looked closed so we were going away to find something else, but then the waitress saw us and welcomed us saying we could still dine if we accepted to see them tidying up the place, which was no problem for us.
It seemed very charming to eat outside, but at that time the inside was the only option, and it was great as well: an intimate room, with nice decor and a lot of interesting memorabilia and pictures of the walls.
We told her one of us was on a gluten free diet and it was no problem as the chef adjusted all the dishes to fit the diet of my girlfriend.
We has some appetizers with fish which were simply excellent, and also well presented. We then had meat with rice and shrimps: this dish was simply amazing: the meat was tender, the rice was tasty and the shrimps unsurpassable.
There was only one inconvenience: the waitress was very kind but not so attentive. She never brought us water until we asked her 2 times, and then she never refilled the glasses: I understand they were closing, but since they let us in we excepted to get the same attentive services as if we were there 2 hours before.
Said this, it's still a 5 star rating: the place is charming and the food is so good that anything below 5 stars is not suited. "Chapeau" to the chef. Pricing is reasonable for the food you get.
