My wife and I headed up to Falls Park in the morning on a Sunday, though it was sprinkling, it turned out to be a great time to visit. The visitors center and observation tower were open to get out of the heavier rain, and the foot traffic was relatively slow. The signage is very informative about the history of the city and South Dakota. A great place to relax, enjoy natural beauty, and be active.
