First, let's clarify that this an interstate-side (I-81) motel for weary travelers on a budget. If you buy into the adage that you get what you pay for, then the Travelodge Carlisle gives you more than that. At $35 per night, it's unbeatable for an exit which is (literally) littered with similar-class motels. I spent some time there recently with a friend in a smoking room which was clean, well-lit, pleasant, fresh-smelling and spacious room.
What struck me most about this "budget" motel is how often you hear folks out in the hall running the vacuum cleaner, cleaning rooms, etc. They carpet is recently updated, and the staff regularly checks to see if you need anything. The (free) wi-fi went down on two separate occasions during the week we were there, and the manager/owner? had the Comcast guy on the spot to fix it -- worked great thereafter. Ice machine was broken, but they still provided ice in several coolers at the ice station. The help came in the room while we were gone and made it ship-shape. Very accommodating, pleasant crew. Location can't be beat, and actually sits a bit back off heavily commercial/truck-traveled thoroughfare (Rt. 11), so that's nice, too. I've been to some real dumps in touristy areas (particularly in Lancaster, PA along Rt. 30) that charge a lot more, and you wonder if they even own a vacuum. Ate at the Waffle House (love that place) as much as I could, so can't comment on the free breakfast -- but I think in general you're asking a lot if you have a discerning palate and expect to be satisfied with budget motel breakfasts.
Main downside would be that the hotels in this area literally rob you if you happen to stay here during one of the many auto shows held at the fair grounds. That same $35 room then magically transforms into $120 per night, but this motel isn't unique in that sense -- they all depend on car shows rates to make them solvent, especially given that there's a dozen motels at every exit along the "Carlisle Corridor." Can't hold that against Travelodge alone.
I'd go back in a heartbeat, and that's the highest praise I can think of for a room under $40.
