I came to Council Crest Park during my visit to Portland because I was nearby. The park is on top of a mountain so it offers a great view of Portland, Mt. Hood, and Mt. St. Helen. It is a relaxing area and would be a good place to have a picnic. Other than the the view, it is not too exciting and I would not put forth too much effort to visit if you are not nearby.

Most Portlanders know Council Crest is a fabulous place to catch mountain views, city views, and river views, as well as watch the hard core cyclists puff their way to the top. But not everyone knows about the acoustics of the paved area at the very top. If you stand in the exact center and clap your hands (with delight at the view, for example), you'll hear the sound come back at you and then some. Kids will enjoy shouting from the center to hear themselves amplified. It's a fun little feature to share with visitors.

This park is absolutely calm and very beautiful and got a nice view of four mountains and can click nice pictures. Also the echo point sounds very interesting. Nice romantic place. We couldn't cover the whole place but thinking to visit once more.

The park is a wonderful place to go with friends for a picnic, lots of large trees provide plenty of shade on a warm night. The park is clean and well kept, the only downside is no bathroom facilities. The views of portland are spectacular and the homes on the way up to the park and beautiful as well.

I was searching online to find out where I should get pictures of downtown Portland and Mt. Hood if it came out. Everyone recommended the International Rose Test Garden but upon arrival there I felt most of the views were too obscured by trees. I contacted a pro photography I had just had a work shop with and he recommended Council Crest Park.
The views here are spot on! Mt. Hood didn't make the appearance I hoped for but Mt. St Helens did! It was also fun to stand in the special spot and listen to your own echo.
If you want pics make a special trip to this spot only ~5 minutes drive up the hill from downtown.
