Charlotte Lake is in a middle of Matheran and may take you an hour or so to reach on foot from the railway station, other ways of reaching this spot is on a horse back. In all matheran has a number of scenic spots and one can explore all of them if you have the time and energy.
Charlotte Lake is one such spot and may not be the best of them, there are points with valley and water fall views which are way better, clean and scenic.
It is a small lake with stagnant muddy water in a middle of thick green forest. The place becomes quite dirty and chaotic in rainy season with no available facilities. In the name of activities, I could see some boats but no care takers. Not sure if one can rent them. Lake crossing with a rope is also available but with no safety equipment, so try it if you really trust your stars and don’t mind a dip in dirty muddy water!
There are food stalls offering vada pav and maggi noddles, so one may enroute this spot in their hiking trip for refreshment break but other than that I won’t recommend to make special effort to visit this lake.
