For what it is, a small scale local museum, they do an excellent job of showcasing interesting narratives of locals and the island itself. Kids may not find it terribly interesting because there aren't any bells or whistles, but for history buffs it is worth a stop!

This is right across the parking lot from the welcome center. We went on Monday of the week we stayed, and it was very helpful. My son attended a children's program on Weds morning and the kids made quilt squares from fabric in a pattern that is unique to Ocracoke. The staff is kind and very knowledgable. The facility is an old house and done very nicely inside, with both sea and cultural history of the area. It is worth an hour to see the history of this amazing island.
