I live local and have been to this restaurant twice in the last two years. My wife and I can be pretty easy to please for the most part when it comes to food, and I consider myself to be fairly passive and non biased but this places food just sucks. You can have your choice of three different types of food: Overcooked, Bland & Uninspiring, or Cold. The restaurant itself has a nice atmosphere and the staff seemed fairly friendly but that's about it. There is a much better, comparable restaurant about 2 miles away on Henry Street called Latitude 43. Beats this place in about every way.

Harvey's is not pretending to be fine dining ...
However menu items are pretty original in their presentation
After being treated so rudely by another local establishment we ended up here prepared for disappointment . We were pleasantly surprised!!!! For $5.00 I got a great cheeseburger ( perfect roll not too much bread) with wonderful not overcooked Mac n Cheese in stead of fries for $5.00 . Yes folks $5.00! Special of month was cheeseburgers for $5.00
Hubby had chicken fingers... Wow .. With original homemade breading with real cracked pepper ! A little less cracked pepper would be better.. Maybe the lid fell off :) in that batch? Happens to me all the time at home ...but portion was huge! :)
Wait staff very attentive, timely and pleasant!
Remember Harvey's is not trying to be something they are not
Decor is well coordinated like a more contemporary hip diner and looks like the decorators did a good job with what they had to work with in a rehabbed repurposed restaurant space.
Same with food.. New twist on old favorites !
Would visit Harvey 's again if in Bay City !

Tried Harvey's for lunch. My husband had their version of surf and turf. It was 3 filets with different type of seafood and sauce on each piece of meat. Two of 3 steak pieces were done perfectly, the third was well done because it was much smaller. The crab and bechamel sauce was great, the shrimp portion was supposed to have sauce, but it was missing in action.Manager asked how our meal was, we pointed out the lack of sauce on the shrimp/steak and he left. He came back later and said it didn't taste like it should and they were dumping it out. It was a nice response, but never offered to fix or replace that portion. Portions were small.
Salad had wilted leaves, iceburg was starting to brown. I had cherry walnut chicken, a Harvey's Signature dish. Cherry sauce was delicious, not too sweet. Chicken did not taste fresh. Portion was large.
Sitting next to us was a party of 9 ladies, all out for lunch. They ate here before, and one of the women asked if they changed Chefs, because the food was not good at all. Eight of the 9 ladies had problems with their meals. They complained of hamburgers that were hard to chew and soggy buns.
It was 1:30 on a Thursday afternoon and the lights above the tables were dirty, the windows, booth fabric, floor and blinds all needed to be cleaned.

I've gone to this restaurant a few times (mostly due to it's proximity to other activities,) and while the service has always been excellent, the food has always been lacking (especially for the price.) I've tried several menu items, because I'd like to find something good to go with my beer for the night (of which they have a decent selection,) but I haven't found it. As for price, pretty much everything is about 10-20% higher than should be expected for the quality. Foods and problems to follow:

Burger (soon after restaurant's opening): Dry and overcooked. Appreciated the beer more for its lubricating effect than taste.
Chicken Panini: Decent, but pre-grilled chicken breast strips were a little off-putting.
French Onion soup (on special): Utilized outer onion layer sheets for the soup. Cheap way to make it, and spoiled an otherwise decent broth. Expensive for the quantity.
Asparagus and Alfredo Pasta (also a special): Good concept, poor execution. Sauce was serviceable, but no asparagus tips in food, just stalks (again, a cheap way to make the dish, buying no-tip stalks from food service.) Once again, chicken "strips" were not cut from a whole breast. Roll provided was laughable; cold, dry and with no butter provided to make it palatable.

Whoever stated that they made things from scratch was mistaken. Many of these dishes are food service staples that are poorly executed. Sadly, the management really knows how to handle hospitality, they just need someone in the kitchen that knows food.
