This hilltop restaurant used to be OK, but its better days are behind it. Casual dining, ordinary menu, and now not so tasty. Average service. Moderate prices, but given the ordinary quality it is not a particularly good value. Try it again if they turn this place around, or try some place else instead.

place was unclean, the emptiness did not hamper the slowness of service, the flies were such a nucance that i almost got carpal tunnel by having to swat at flies that were all over...an afterthought the food was not good at all

Heard there is a new chef so food might be better since I last visited...at that time very average food served that was not too hot...wait staff did not go that "extra mile" either.

I've dined at Horizons many times over the years. Entres range from about $11 to almost $30. The food USED to be delicious, nicely prepared, and the service was great. Unfortunately, my most recent visit was a major disappointment which may deter me from ever returning there again.
Upon be quickly seated, the bus person poured ice water into our glasses. My glass was clearly filthy with lipstick marks around the edge. It took several minutes for anyone to even notice us patiently waiting for assistance. The bus and wait people just "mosied on by" several times over about 5-8 minutes without even a glance at us. In fact, they looked bored and without any direction. Food, while nicely presented, was very much poor to mediocre in taste and preparation. Soups served were inconsistent in temperature: one was piping-hot, while another was luke-warm and had to be sent back. The house salads with their own honey-mustard dijon dressing was the "high-point" of the entire meal. The server was not attentive, often disappearing for several long minutes and not checking back on her guests. In fact another waitress actually helped us twice...almost grudgingly.
I'm sorry to say this is not the same great place I used to go to.

Nice, varied menu with very good service. Mainly continental/US and Italian menu items. Moderately priced.
