I'm a local and I love to visit Bearskin Neck multiple times during the year. I recently went with visiting relatives, and although it was winter, it was still beautiful and a lot of fun to visit. There are tons of shops with a variety of interesting fares. You can buy a strudel, rent a kayak (I'm sure warm weather only though), get some exquisite and unique jewelry at places like Out of the Blue and the Village Silversmith. You can have seafood, cupcakes, or get a strong coffee. There are boutiques and silly stores that sell gag gifts. A lot is packed into a relatively small area. If you walk to the end there is great spot where you can look at the harbor and beyond, sit on some rocks and just relax. Perfect for taking photos with the water and ships in the background. In the winter, it isn't too crowded but in the summer it is packed with tourists. When we went, they were having Christmas sales and my relatives picked up some nice items at a fraction of their summer prices. Parking wasn't an issue and they even turn the meters off during the Christmas season. We had a great time and spent over three hours browsing and shopping.
