The Portland harbor cruise was a snooze (and shorter than advertised)! It was real distressing watching an elderly woman who sat near the bow sliding off the hatch towards the railing while the boat was listing at 45 degrees. This lack of safety and comfort, along with the nonexistent narration (only answers to questions on a one-on-one basis), makes the $39 price exorbitant. Yes you can drink yourself insensate, but then you'll probably fall overboard (but its in the harbor never far from land so you probably could swim to shore!).
