We felt like we had the beach to ourselves the Sunday afternoon that we spent there. It is a small beach, but it is clean and the view is gorgeous!

“Portland's Public Beach on the Bay”
Reviewed May 29, 2013

East End Beach was a 300-yard (274 m) long, narrow, sand and pebble public beach and boat-launch along the foot of Eastern Promenade beside Casco Bay. It offered lots of space for locals and tourists to swim, sunbathe, and chill out. A grassy hillside above the beach had more room for picnics and for playing ball and disk sports. In mid-May, the ocean water was way too cold for a swim, but it looked OK. Benches and picnic tables were in use. The Eastern Prom Trail crossed above the beach; walkers and runners used it. The Harborwalk Trail led the other way to the Old Port area. A few sailboats were moored offshore, and several couples launched kayaks. Public toilets were usably clean. There was a changing area. Free parking was uphill from the launch ramp.

“Not a bad free public beach.”
Reviewed March 28, 2013

Great beach, I wouldn't reccomend to anyone with small children. There are some homeless people who seem to wander the beach but they were not bothering anyone.
