This attraction has quite a bit of history behind it and all the commercial and historical significance aside, its just a great place to walk around and enjoy with family & friends.
I am inclined to say Summer would be a better time to go there for obvious reasons, but again, i am not from Chicago and i have never been here during winter so i cannot vouch for your winter experience.

My take on this attraction:
Allow about 4 to 5 hours to leisurely enjoy the place.. its huge.
Try not to drive if you can.. if you do, be prepared to pay a few bucks for parking
[i think its around $ 30 for the day during summer time]

Not too far from most of the other attractions in the City

Take the Ferris wheel to get great views of the City

We visited Chicago on a very cold day in December expecting to catch the trolley on Illinois st as advertised online. It never showed up. Our walk was well over 30 minutes and the trolley did not come by. I don't mind the walk but the kids were very cold and tired by the time they got there. We did not research the bus routes because we were counting on the trolley.
The Winter Wonderfest is always nice, but has become so crowded that kids stand in line for 30-45 minutes for some of the rides.

My partner and I visited Navy Pier back in July of 2010. It was beautiful there as well as a fun place to leisurely walk around. If you aren't afraid of heights or rides, the Ferris Wheel gives you a stunning view of the city skyline all the way around you! Also, the views of Lake Michigan are magnificent. This is a must-see place for any Chicago visitors!

We went last week to this event as a secondary choice because we didn't get to check out the trainset at Hancock, they didn't do it this year, and we didn't realize that the Lego store had moved way north to the Water Tower place from the previous Nordstorm location.

It is a PITA to find on the pier, not being wholly clear that it is in the festival hall versus the ballroom or anywhere else, but we found it eventually in the festival hall. When we eventually got there, we were blown away, the entrance and the main tree were spectacular.

$16 for a wrist band (without skating) seemed steep, especially with the lines as long as they were, up to 90 minutes in some cases, and a number of the items not suitable for kids under 36" but overall I think it was decent value.

They had done a phenomenal job of decorating the area, and catching your eye. The food choices were very poor, and did not include anything seasonal like mulled wine or other winter delicacies, which was a little disappointing.

Overall fun, but could have blown me away with a little more effort.

While staying in Chicago, we went to Navy Pier once during the daytime and once at night. Both were nice. On certain nights during the summer, they have fireworks for visitors to enjoy and we were really impressed. The have a few rides such as a carousel, swings that go round and round and a large ferris wheel. There are several restuarants and bars to enjoy the evening air. During the day, we took our kids to ride the rides and they had fun for a few hours. I would recommend at least going once, if you never have been.
