We were part of a group that had to stay overnight in Tawau, I suspect the same as Davies 72. We did not get off to a good start as when trying to check in, I was standing right at the desk and was completely ignored by the staff! They seemed to be doing paperwork so we waited patiently. However, after 5 minutes of no acknowledgement whatsoever, I finally walked over to the very end of a long desk and said to a young man standing there "We need to check in". Very sad that one would have to do that and not a very good first impression. On the whole, though, the staff seem pleasant and try to be helpful.
The Promenade tries very hard to be a 4-star hotel with seemingly modern and nicely furnished rooms on their website. However, the reality is the whole place has a feel of slight griminess to it, as though it is never quite clean. The furnishings appear nice in pictures, but in reality, they are very cheap construction, and need desperate repair or replacement. We were given a twin room (we didn't have a choice in the matter due to our large group). The carpet had not been vacuumed and either had stains or bits of lint? (I hope) on it. A chair in the corner was upholstered in cheap fabric that was splitting in numerous areas on the seat. A/C was barely adequate and like we had heard from others in our group, a noxious smell would often waft from the drain on the bathroom floor. I took care of this by folding a towel on top of it. Beds were on the hard side, but fairly comfortable. The flat-screen tv worked well, and surprisingly had a good selection of channels.
We had the buffet for dinner, and it wasn't too bad. Some dishes of course, were done better than others and we were pleasantly surprised by the desserts. Service was quite good, and the manager of the restaurant was extremely pleasant and helpful. He, in fact, was the best thing we found about the hotel. Breakfast was done better, with a good assortment of tropical fruit and a omelet/egg station. Some of the waitstaff on breakfast duty, it seems, have learned the "ignore them and they might go away" technique of the front desk.
Like others have said, the hotel is a long way out of town - there is small mall attached and has enough to amuse one for an hour or two. There is a hawker court in the basement and we did find some decent Chicken Rice for lunch, plus if you're looking for some foodie souvenirs from Malaysia, the supermarket is fun to browse.
Would we return? I suppose if we had to we would, as this is supposedly the best hotel in town, but I think our main goal would be to not overnight in Tawau again!
