What is it? Well, it's a piano bar and those can be fun. Sit around the bar in the other room and it's not too loud. Might be a nice place to meet up with friends. Just know that it's a place frequented by an older crowd and that it won't be rowdy. Set your expectations and you might strike up an interesting conversation, be served by attentive servers and fill yourself up with some okay food.
Before our visit, my partner remembered Tropics as a great place, but it's a bit worn and tired. The decor was fresh in the 1980s so it's, er, comfortable. Our food was fine, nothing special, not bad, but fine -- and for a decent price. The wine however was dreadful, even after the waiter comped the first awful glass and brought me a glass of the most expensive one (still awful). As noted, the server was great -- attentive to our issues, comped the awful glass of wine, and incredibly polite.
