My husband and I went through the refuge at different times of day and tide. Found low tide to offer the best and closest opportunities for photographing birds. It was a wonderful experience, each time through. Recommend it highly to those who enjoy photography and birding. There were 'information' people throughout the refuge who were extremely helpful in identifying birds and their habitat.
