My wife and I had high tea at Marchand's on Wednesday between 2:30 and 3:30 p.m. Reservations are required. The quality of the food is pretty good, although they skimped a bit on the fruits and the raw ingredients in the sandwiches. The baked goods were plentiful and excellently prepared. The total bill was sixty dollars for two including tip and no drinks (other than the tea, of course). The atmosphere and water view were both wonderful. Perhaps because of stereotypes, I would have expected a more British atmosphere with frilly Victoriana, similar to what we have experienced at other tea houses such as Lovejoy's in San Francisco. Marchand's is clearly an American-style high-tea event, if there is such a thing. By that standard, it succeeds admirably.
