You can pay $5 and drive along the beach. It's always fun to take your car right onto the sand and drive along the edge of the waves. Just keep moving so you don't get stuck. Only stop in the hard sand, and slowly start moving to get going. You can stay in the area between the pier street entrance and grove street. The offroaders cannot drive in that area.

The Oceano Dunes are used by the off road community to grind the sand into fine silicate particulate that permeates the area bringing with it lung problems and destroying the fauna and dunes. The participants are often loud and drunk. Money talks in Oceano and the ATV corporations make millions on the bad health of those on the Nipomo Mesa and Oceano. There supporters use deceptive advertising and hate science.

ATV riding on the dunes was fun.... until we encountered some rash drivers! There is no enforcement on the dunes whatsoever. No speed limit. So, beware of the drunk, rash drivers - especially those in the 4-wheel racecar-looking vehicles. The kick up sand to anyone who is near them.

We were visiting the area with my parents (2 40 year olds vacationing with their parents). We decided to change our plans for the day so were not sure what to do and were just driving along wanting to see the beach. We just HAPPENED to turn in to the parking area just before the park gate and saw other people driving on the beach. Once we found out it was $5 we thought sure for 5bucks we could take a bit of a drive and then go onto something else.
It was so so much fun! My hubby is a real car guy so he was very happy although wishing he had his own truck (large 4x4 with mudder tires) instead of my parents truck but it was still fun.
We splashed in the waves with the truck and watched some people on ATVs go into the dunes. There was lots of campers and people getting set up for the weekend. It was a thursday but it was just before Presidents Day so it was getting pretty busy. I loved seeing the horses on the beach as well.
We did go back to the hotel for a while to change and have lunch but did come back for another drive down the beach and watched a RV get stuck and then get out. The guys did some more driving while my mother and I did some beach combing. The water was freezing cold so couldn't really get into the waves.
TripAdvisor asks recommended length of stay.... you could do this for a little time or as long as you want. If you just want to drive to the end and back plan for about 1/2 hour. If you want to have a fire and hang out, have a picnic, rent an ATV and go into the dunes... plan for longer. Loads of fun!

What a great thing to be able to drive down and cruise on the beach. It is a must do for anyone who visits. Just be wise when taking your vehicle down there. Your Honda civic isn't gonna get to far. It you don't have AWD/4th stay on the compacted sand near the water and keep your momentum going. Also bring a shovel because even the monster trucks can get stuck in the soft sand.
