PF Chang's is a chain and as such does not have terrific food, but not bad either. Think Olive Garden or Red Lobster, the food is nothing to write home about but it is consistently decent.
The service was a little spotty at lunch but not because it was busy, just seemed like the roles and responsibilities of the various staff people were not clearly delineated.
We ate off the lunch menu which was fairly robust and the price was right. One thing that did surprise us was the wine menu, much more extensive than we might have anticipated.
Overall if you are in the area and want lunch, like Chinese food and want an atmosphere several levels above your average Chines restaurant give it a try. You probably will not be wowed but you will get your fix of Chinese food at a decent price.
