I stayed here for roughly four weeks while I was in Ibarra and thus got to be very well acquainted with Hotel Plaza Victoria. Overall, if I were in Ibarra again, I would definitely stay here. The rates are very reasonable and the service was impeccable. While I was there, it seemed like the hotel was in the middle of a transformation- they put up a new sign for higher street visibility and began advertising at the restaurant across the street. While the hotel advertises itself as a 4-star hotel, I would describe it as a very well kept 2.5 star or perhaps a 3 star accommodation. The room we had (junior suite, I believe) was very spacious, with a sofa area and comfortable beds. Our room initially had one queen-size bed though the staff was very accommodating in changing it to two single beds for us. The bathroom was a little cramped but workable and clean.The staff was very friendly as well and accommodated our requests quickly.
On the downside, the wireless internet connection at this establishment would sometimes be extremely unreliable- usually, a quick request to reset the hotel's router would resolve the issue but some evenings we would not be able to access the internet. Also, hot water access was spotty some nights and difficult to access in the morning- my friend and I guessed that they had a solar water heater and thus were at the whim of mother nature, though we could not confirm that
Also, the free breakfast does not begin until 8:00am at the earliest and thus if you have to leave before then, you'll miss out!
Through the four weeks we spent in Ibarra we concluded that this was one of the city's nicer properties. It's clean, convenient to a variety of dining options, comfortable, and a good value for money. Just be ready to have the internet reset occasionally and take showers in the evening!
Also: If you want a quiet night's sleep, get a room that does not face the street. The tradeoff you make, though, is that rooms that do not face the street tend to be poorly lit so if you want a naturally lit room during the day, you'll have to ask for a room facing the street and deal with the noise from passing cars, dogs in nearby yards, and the occasional parade.
This goes without saying, but Spanish language skills are a must when traveling to this hotel. They're extremely nice, but you have to break the language barrier first.
