Our food was quite good, but the ambiance was quite lacking. Service was attentive but as good as it should have been considering the price of the food. Dinner was pricer but that seems to be the rule for Rosario.
I would go during the day to get a view of the river. At night, it's nothing special.

Good food, good service, a bit expensive. It's a restaurant to enjoy tasty meals, typical dishes. The place is nice, well located.

My family and I went there for a celebration on a Saturday evening. We booked a table for 7 in the afternoon and got there by 9 p.m. The table was ready and we were seated and placed our orders. We got bread but no butter or dip. Perhaps that could be improved: the bread was nothing special and a dip would have been nice; eventually we asked for butter and got it. All the dishes arrived together so that no one had to wait. They were all piping hot and attractively decorated. See photos. We had: warm sweetbreads and mushroom salad, lamb, a dorado fish dish, and a spaghetti and vegetable wok to share. We drank sodas and only one bottle of wine, and had two desserts. Special observations: the sweetbread and mushroom dish could have been better if the hot food had not been placed on the greens while it was still steaming (it cooked the greens); and there was a bit too much spice on the lamb dish. The wok was large enough to share. The price was a bit above average, but the location was good and so was the food.
Brides and girls celebrating their 15th birthday (somewhat like sweet 16 in the US) flooded the premises in the bridal gowns or fancy evening outfits for photo sessions, and as we exited we could see the limousines waiting for the photos to finish.
I would recommend it for a special occasion. The restaurant itself used to be a depot for train engines and you can still see the tracks below the restaurant, through a glassed hole in the floor. If the weather allows, there are al fresco tables as well.

The restaurant sits along the pedestrian walkway which follows the river. At 8:00 pm, we were only the second customers, but by the time we left at 9:30 pm it had filled a bit - so US diners should remember that eating late in Argentina is typical.
One eats meat in Argentina, and the steak was done exactly as ordered and had a tremendous flavor. The rest of the meal - vegetables, potatoes and dessert was equally good. Although I didn't have wine, my colleague did and was very satisified. The wine cellar looked extensive.
