The monument itself is impressive. Worthy of the historical milestone it celebrates and of the size of the man who made it possible. I'm moved every time I see it. I dislike the lack of respect of many argentinians who take it as a play ground for their children... but that's the way we are... There is a pedestrian access just passing by the zoo at the end of the main avenue of the General San Martin Park. There are no clear signs leading to it. If you have google maps in your mobile you can spot it at the north side of the hill.

Take a bottle of Argentinian wine and have a picnic, we did. Go earlier in the day to be able to see the city better. It gets hazy in the afternoon.

Probably best tackled by car or bicycle. Interesting vantage point for taking in Mendoza and surrounding area. Not great for picture taking as it was very hazy, probably smog and our photos are washed out. Needs a daily sweeping and trash pick up. The monument at the top was impressive.

Pretty monument, lots of history in it and if you've parked your bike at the bottom near the zoo, deceptively farther than you might think. If you are driving there is a road to the top. It is a steep, steep climb but lovely at the top with informative boards.

It's a three-kilometre walk from the centre of town, gently uphill, across Parque San Martin and past the university; seemed entirely safe, it's pleasantly shaded by trees, you probably wouldn't want to do it absolutely at mid-day. The final climb will leave you a bit sweaty, but you get increasingly nice views of the city and the landscape as you get higher.

The monument is a marvellous over-the-top thing, with a giant bronze condor; the collection of bronze plaques attached at the bottom of the path up is a bit disquieteningly nationalistic for a European viewer, it's the kind of iconography that mostly is confined to war museums.

You can get a bus back for 20 pesos; you can probably get a bus out for 20 pesos.
