The Cape Sun would be highly recommended for its panoramic views over Cape Town and Table Mountain alone. The view from the glass elevator would be enough, let alone from the rooms on the higher floors (I was on the 31st).
The city centre location is a bit of a double-edged sword - by day it is handily placed for everything but at night this becomes a liability as you basically can't leave the hotel on foot. However taxis are plentiful so for me this was never a problem.
Decor is somewhat dated but both the lobby and the rooms just about carry it off and the ambiance is good. Food is excellent - I had breakfast, lunch and dinner at the hotel during the course of my stay and the quality was exceptional at all times.
Service is also really friendly and professional, especially the lobby staff, which makes a huge difference.
Very highly recommended hotel for Cape Town at this budget level.More
