We visited Hout Bay twice from 2 different vantage points. An evening and afternoon encounter.
The first one was our first full evening in SA. We went for dinner at the Harbor House. The food was amazing-fish just off the boats that day-4 daily specials with excellent sauces and fresh veg.

The next time was for a late afternoon lunch at Dunes. We had been to Ambeloui for a champagne tour and took our delish champagne to this outdoor cafe on the dunes. Enjoyed great sunshine, blue skies and a quick walk into the very cold water.

The boat to the seal island leaves from a quiet harbor, where you are welcomed by someone who feeds seals as he holds a fish in his mouth and a small band that plays when the boat leaves and returns. There are many seals on the island, waiting for their picture to be taken. Upon return to the harbor you can see a castle on the slope of the mountain, as rumor wants it, a copy of one in Liechtenstein built by someone for his lover.

Hout Bay has counted itself as removed physically and mentally from Cape Town for ever! This gets more true every year, as the facilities in this quiet little town improve year by year. It has good restaurants and hotels, a couple of fun bars, and some good photo opportunities (look for the houses being swallowed by the dunes, as well as the leopard...)
Know to get windy & chilly very quickly though!
