I took a bus from San Jose (in front of the national theater, leaving at 8 a.m.) and the cost was around $5. After 2.5 hour drive we got to the national park where you need to pay $10 if u are foreigner. And it is not worth the price. It's just a crater, there is not even water inside, no smoke. It was just a crater. But if you decide to go anyways, go for a walk, continue the road the bus arrived, and after like 15min walking uphill you will get to a nice viewpoint, from which u can see both the craters. It is a high probabilty that it will be cloudy and you wont see anything when you arrive to the viewpoint, but wait for some 15min and there is a probability that the clouds will clear up and you will be able to see the view for a while. So dont give up easily. The bus is staying there for like 2 hours, leaving at 12.30. Honestly, there is not much to do for those 2hours. You are done after an one hour, so you can just chill. And dont forget a jacket, as it gets cold in there. But I personaly recoment Poas more than Irazu.
