I have visited Paulaner around half a dozen times during last few years. Here the pros and cons.

The pros:
-superb view on Huangpu river and Shanghai
-outside seating area is good place to relax and watch nearby ships and touristboats
-their beers are good. Wheat beer is awesome!
-Wiener schnitzel is good and big enough
-service is usually ok inside
-this is truly good place for western tourists

The cons
-beer cost 80 rmb for half a liter. This is around 10 euros and that is quite deep
-menu is quite limited
-their pretzels have not been that tasty
-overall price level is not cheap
-service can be slow when sitting outside

I like Paulaner and will come here again. Key reason for me is awesome beer and great view. Food is bit overpriced.

The view, was of course beautiful, the food, not so good. The service was so-so, but it was very busy. If you want something "Western", I guess this would suffice, but it isn't wonderful. Like any other establishment offering foreign fare, it is expensive. A great place to have a beer and chat with friends, but enjoy quality cuisine? I'd look elsewhere.

Eat outside for the excellent view of the river and city, especially when the Bund and tourist boats light up at night. Beer is excellent and food is good. Maybe a little pricey, but it's a welcome break from Chinese food all the time.

People will argue that it's not German, but who cares? The beer and food are good! And plenty of it. A vibrant place to relax and take in the youth of Shanghai. Very well run premises and a change from the norm.
It's not cheap but loads of fun and is a must place to visit. Personally, highly recommended.

The Paulaner Biergarten delivers some kind of bavarian (not to mix up with german) food and beer in a pretty authentic environment. A true Biergarten in Bavaria is for sure different, but this is as close as you can get with 9000km distance.

The food was for those not native from Germany very good and even for a German it was not too different.

Ok, they should probably learn not to fry everything in the same pot, as french fries are not supposed to taste like fish. And for a bavarian biergarten a "Curry sausage" does not really make sense (and had not much taste at all).

But overall you get real good food and beer for a reasonable price.
