We stayed at the Osborne between 8th and 23th February.
The hotel is well located - just a few minutes walk from the main road with the famous Babutes on the corner. The hotel sent some boys to the bus to collect our luggage and again to get to the bus when we left. It's around a 15 minute walk from the hotel. down Holiday Street, to the beach.
When we arrived we were shown to Room D7 - on the top floor of D Block. The 7 flights of stairs to get to our room just wouldn't have done for two weeks because of medical issues so we asked to move to a room on a lower floor. The hotel were very helpful and agreed to move us as soon as another room became available. This transpired to be a few days later when we moved to B1 - on the ground floor of B Block. As we had paid more for an upgraded room both rooms had air-conditioning. We have added some photos of both rooms.
The accommodation was as to be expected of a 2 star hotel in India. Functional; not particularly clean and generally in need of money being spent on it. As is also usual the electrical wiring looked quite scary. Our rooms had a large bedroom, a large kitchen (with fridge/mini-bar) and a "wet room". The bed was large and very firm. The sheets weren't white (they never are) but clean and changed every day. Unfortunately our second room was right next to the breakfast service area meaning that we had early morning noise. Also rooms around the pool/bar areas are going to suffer from other holiday makers not wanting to go to bed. A room away from those areas is suggested.
The food at the Osborne was again typical for India 2 star hotels. The included breakfast consisted of toast (as much as you could eat) with butter and jam/marmalade). There was then a whole range of other things you could have cooked fresh for an added cost. Two poached eggs on toast cost 90 rupees (90p) They had a "special" when we were there for 150 rupees (about £1.50) which consisted of two eggs (cooked as you wished) bacon or sausage (spicy goan sausages); baked beans, mushrooms and tomatoes with toast. We only ate at the hotel once in the evening (the first BBQ night of our holiday). They had run out of what I really wanted and then overcooked the King Prawns that I ordered. It wasn't really what you might expect of a BBQ. Just a meal (cooked on a BBQ, delivered to your table. There was no opportunity to go back for more. Drinks were a reasonable price and pretty much in line with most bars and restaurants in the area.
We found all of the waiting staff to be friendly and helpful. They enjoyed a good chat and we never felt they were just doing it in the hope of a tip.. The staff in reception on the other hand we found to be uncommunicative and unhelpful. For instance the fridge/mini-bar in our first room wasn't stocked until the evening that we changed room. We never use the mini-bar but were asked to sign for having consumed the entire contents from our first room. We refused and took the matter up with the hotels reception. When we asked if that bill had been cancelled we got a very non-committal shrug of the shoulders. At the end of our holiday we again checked with reception to ensure that we didn't have a bill against our room. We were assured that we didn't. However when we were queuing at the airport for our flight home our Rep. received a call from the hotel to say that we hadn't paid the bill for our Mini-Bar. We explained the situation to the Rep. and she agreed to sort it. Whether this was an administrative error or a deliberate attempt to get us to pay for something we didn't have we'll never know. Our advice would be to pay for things as you go and not to sign for anything.
Overall it's about what you expect of this class of hotel in Goa but there are better. We have just booked to go back to Goa in November but this time we'll be staying at the Santana in Candolim.

Room Tip: Avoid rooms around the pool/bar areas if you like to get some sleep.

Arrived at the Osbourne 8th Feb, first visit to Goa and expected basic, OMG I cried at the first room they showed us, stayed in cleaner youth hostels. The second room was not much better, but had to put up with it. The sheets and towels were changed daily, but never looked clean, I slept on my own towel, had one meal there, then went out and paid for a meal (that speaks for itself). Our stay in Goa was lovely, the beaches (Bagga the best) were nice, the food drinks and the people we met were lovely, so we tried not to think of our hotel, stayed out most of the time. On our last day I put the remainder of my English money in my holdall and foolishly left it in the room, on reaching the airport I found that £80 had gone from my purse. On returning home we E-mailed the hotel twice, over a week later still waiting for a reply, we wont hold our breath. Never have I put anything bad on Trip Advisor and I have travelled all over, but I would NEVER stay at the Osbourne again, almost ruined what should have been a perfect holiday. Just got back from two weeks staying at the Osbourne in Phase 2. We've had a great time and would happily re-book to go again. It was our first time in India, but we were travelling with family who had been before, so in fairness we were warned about what to expect from our stay. The room we had was big and generally clean, and was looked after every day. The staff are wonderful and friendly, particularly the reception staff. It is basic, and like the rest of India, I don't think a lot of PAT testing goes on regards electrical stuff. Can't comment on phase 1 or 3, although they looked very similar from the outside. Good location for strolling around shops and easy to get to the beach. Nice set of regular taxi drivers always available outside too.

As with other reviews on this site, this hotel has MAJOR ELECTRICAL ISSUES, we were staying in Osborne 1 in room B4. Our sister received a massive electric shock on the 28th January whilst in the shower, this was from her touching the taps to adjust the flow of the water. Maintenance checked and confirmed the taps were live and unbelievably told us "not to use the taps with wet hands!!!!!

Our holiday was a complete nightmare and we have only just returned home on the 22/02/2014 and we were due home on the 1/02/14.

Here is a brief summary of the events

28th Jan: Sister receives an electric shock at 19:30 in shower.
29th Jan: Early hours taken to A&E Calengute, then transferred to Goa Medical Centre, cardiac arrested and revived there.
30th Jan: In ICU critical condition, travel insurance arrange transfer to private hospital, moved to Apollo Victor Hospital in Margai, in Intensive care until 5th Feb. moved to ward to 8th Feb, then discharged. Sister now unable to walk and in wheelchair.
13th Feb: Returned to Apollo Victor for follow up as requested by Travel Insurance.
15th Feb: Travel insurance arrange air ambulance from Goa to Mumbai and transferred to Seven Hills Hospital as condition not improving.
17th Feb: Discharged from hospital and awaiting medical team to escort us home.
21st Feb: Medical team accompany us home from Mumbai to Heathrow, currently on a life support machine in UK hospital.

Here is some other things I would like to add.

We booked this holiday with Thomas Cook in Nov 2012, like other reviewers on this hotel we were booked the Lambana Resort and all my documents confirmed this. We arrived on the 17th January for 2 weeks, when we got to the airport in Goa we were advised that the Lambana was being refurbished and "like a building site" according to the rep, so we had been moved to the Osborne. This didn't add up to me and my curiosity got the better of me, on Monday on the way to Baga beach we went past the Lambana, we stopped to have a look around, I asked reception about the refurbishment and our booking, they confirmed there was no refurbishment and they were waiting for us to check in?. I question the Lloyd the Thomas Cook rep on several occasions and he said that he was looking into it, I never had an explanation regarding this.

I have stayed in many places all over the world and have been to India before and knew what to expect, but I can honestly say this is the worst place I have ever stayed at.

Our issues were:-

MAJOR electric issues in room and around resort
Unclean, tired room.
Dirty towels
Soiled, beige holed sheets.
Rock hard bed
Bed bugs
Word worm in the furniture
Reception rude and uncaring
Poor buffet food, only ate there one evening as it was so awful
If you don't attend the Saturday BBQ at Osborne 1, you are ignored at breakfast thereafter by Raj.

Thomas Cook rep Lloyd Desouza offered us very little help or assistance during the whole incident, only informed to contact the travel insurance and not to report this to the police. His main concern was to tell us that we would have to pay for 3 return flights as we had missed the ones on the 31st January. Not once did he or Thomas Cook having visited there main HQ in Margai ask how our sister was doing whilst in the hospitals. We were also mortified that the rep was not informing guests that were arriving of the issues with the electrics in the showers when they were checking in and he did not comment or stop us when we told them all in reception.
He offered us £100 compensation on the 30th January to which we rejected.

We were informed by the hospital that we must report this incident to the police, so we informed the Calengue Police station on the 14th February and got a police incident number. We met the owner of the Osborne and he offered no apology or explanation as to why this happened and he would not even give us his name.

ONCE AGAIN IF YOU VALUE YOUR LIFE AND THOSE OF YOUR LOVED ONES AVOID THIS HOTEL AT ALL COSTS, DEMAND TO BE MOVED IMMEDIATELY.

Visited the Osborne 1st in 2009. It was ok(ish) then but this time the Osborne is really showing signs of wear & tear and unfortunately, neglect. The rooms need upgrading badly. The staff were nice and most of them were friendly and helpfully. The food was ok, not much different to previous years. I'm a big believer in getting what you pay for and trash anyone who moans about paying little but expects a lot but to be honest, this year I've had enough! It cost us a fortune to get out there. The government had put the visas up. Plus other bits n bobs! If it hadn't have been for the new friends we met, I think our holiday would have been crap! The Russians have taken over Goa and treat the lovely Goan people like dirt on their shoe. It's put me off going back. I have some brilliant memories of Goa and the Osborne Hotel and that's what they're gonna stay MEMORIES!!

Room Tip: For a good room.........go somewhere else!!!!!!

We stayed here again in Feb...2 weeks...beltin time we had. The first room we were allocated was on the fourth floor...we asked to change the next day as too many stairs for us, and we were given a room on first floor. We paid to upgrade to a room with tv, which was overlooking the pool. As a bonus the (paid for daily) wifi worked from our balcony...charges were 100 rupees per day for 12 hours wifi (normally only works in recelption area) The food we had at Osborne was excellent...for breakfast basic toast and jam, or a indian breakfast could be ordered for 150 rupees (1.50p).. Lunch we had a few times and were pleased. The 3 evening meals complimentary were great...3 courses, open buffet style , help yourself and was always a great selection...plus poolside entertainment. Some evening we went to our room early and watched some great tv films with a bottle of Honeybee Brandy which cost 150rupees from the local shop for 1 litre...added to the very reasonable prices in the mini bar,,,couldnt beat it. Hot water was always available, just switch the geezer on and voila.. The rooms are still dated but full of functionable pieces, bed linen and towels were changed daily by the house boys. All the staff from reception, to bars, to house boys were always polite and very courteous....all in all...a very cheap holiday with a basic but clean hotel...great value for money.

Room Tip: Rooms all seems pretty much the same...noise would depend on visitors...not the hotel.

We arrived late at night & was dreading what we was allocated, due to some awful reviews. On arrival checking in was swift & we were shown to our room,explained room fully.We were at first bit "oh" ,however the linen was clean,room clean.The room is very basic but u have all u need .it could do with a lick of paint .The pool area is clean & u have a choice of 3 pools. We had breakfast a few times toast butter & jam,u can pay extra for pretty much a full breakfast.However, u can eat so cheaply anywhere & the food is amazing.Zicos & Cherry Tree close by are excellent.The hotel offers free dinner 3x's a week which is 3courese & worth a try..We always had a few drinks in bar area before venturing out each evening,the staff are very polite.The hotel is well placed it is off main road but not far from all u need ,approx 10 mins to beach.The Goans are such lovely helpful people.you are not paying a fortune to stay here & u can't expect too much from a 3rd world country.We will be revisiting.
