Jasmine is more popular than Sawasdee Restaurant, but I'm pretty sure the owner is not trying to compete on the same level.
Went here for lunch for variety after trying Jasmine the night before. From 12 to 1, there was only one other couple. 1 for 1 cocktails during that period (can't remember the exact timeslots, possibly another from 4-7pm).
The difference from Jasmine is that it is more expensive (perhaps about 40% more), offers a wider menu (Western choices available here, but I've read from other reviews than perhaps sticking to their Thai food is better), more attention paid to presentation of the dish, more upmarket feel (better furniture and construction, Jasmine is more of a small roadside canteen, this is a properly constructed restaurant). Lastly, it is just beside Jasmine, and that means it avoids having the fleet of longtail boats docked at the shore just in front of Jasmine, giving more view of the sea.
Couldn't say whether it is better than Jasmine or not based on 1 visit, but I personally enjoyed both equally. Depends on whether you would want to dish out the extra cash to try both.
