First of all, you cannot compare Sao Paulo with other big cities, most of all not the hotel offering.
The service level is in general lower than what you'll be used from Asia or Europe.
Taking that into account, the Mercure at Rua Pamplona in the Jardim Paulista district is a good choice on the overpriced Sao Paulo hotel market.
From outside it looks like another of these 60s/70s tiny skyscrapers (a bit "vintage"), but the inside was recently completely renovated which is very welcome in Sao Paulo, where a lot of hotels still have the questionable look of the 80s. The Mercure looks fresh and tasteful, like a modern Mercure should look like. This is not only valid for the public areas like lobby and restaurant but also for the rooms.
There are only 2 slow elevators to access the rooms which are located on levels 1 to 16 (4 rooms per floor, privilege rooms on levels 8 and 14), on the roof you have a little gym, a tiny pool and a sundeck.
Each room is decorated in light colours with a comfortable bed, a working area, sat-tv and free wifi (which is -common in sao paulo hotels- quite slow sometimes). There is individual air condition which thankfully is relatively silent.
Breakfast selection is -also as usual in sao paulo hotels- quite simple. Don't expect a variety of cheese or fresh jam.
The restaurant is also open in the evening, during my stay there was never a lot going on there. But I tried the food for room service and it was actually quite good and not overpriced.
Service in general is a mixture of good, unattentive and untrained. But when approached, they always try to assist you as good as they can. Again, nothing new in Sao Paulo - also happens in more expensive hotels.
When it comes to languages, most of the staff only speaks portuguese. Some understand also spanish. But no reason to be afraid: When it was necessary, they always found someone who understands english.
They also offer underground parking in case you like the challenge of driving a rental car in this crazy traffic…
The location in general is quite good, you can reach a lot by walking: Ave Paulista (10-15 min), Rua Oscar Freire (10-15 min) and Ibirapuera Park (20-25 min). There is also a big Carrefour supermarket 200 m down the street. The surrounding is said to be quite safe and after my 2 weeks here I can confirm that.
Some restaurants and bars are close by.
