If you're not looking for charm and just want a reliable U.S. chain hotel, pick this hotel. Typical 2 double bed options, good breakfast, reliable service, reliable wi fi in the rooms, good set of computers in the lobby, safe part of the city and easy to walk to the sites, good views etc. The only weaknesses it had were the scalding shower water and lack of charm. We were a family of 4, but mostly we saw business people there. It was a little pricier than we'd have liked. It probably deserves 4 stars, but I heavily weight based on charm.
Jujuy isn't exactly on the tourist circuit for either boutique hotels or sightseeing offerings - I'm not sure we saw any Western or Asian tourists our entire 2 days there, so there isn't a huge tourist infrastructure. But that's also what makes the city interesting and enjoyable to visit. We highly recommend Manos Jujenas for dinner (walking distance) - some of the best food we had in Argentina.
