We stayed at the Budget Inn as a family with 2 adults and 2 children in November 2011. The hotel is a very short walk from Kyoto station, and is relatively easy to find.
When we arrived we were warmly greeted at the capsule ryokan reception by a girl who spoke perfect english, as she explained all of the necessary information about our hotel, and then walked us back to the budget inn to show us to our room and make sure we were comfortable. Aside from the end of the stay when we dropped off the key, that was the only interaction with the Budget Inn staff that we had (or needed).
As far as the room was concerned, it was comfortable, but unremarkable. Exactly as I expected for the reasonable price that is charged. The bathroom was very small and cramped, with some mould present. The toilet and entryway was similarly dated, but functional, and the living area was big enough to lay out 4 futons, with not a lot of space to spare. The hotel itself was very quiet. We didn't see or hear any other guests, and aside from some noise in the streets outside later in the night as people walked home, it was very quiet.
All in all it is a good hotel, but I don't think I would stay there again. Why I hear you ask? Nothing to do with the hotel itself which was fine, or the service, which was great, but simply the location. The hotel is only a short walk from Kyoto station, so access to trains, taxis and buses is always at hand, but Kyoto station was always insanely crowded (so much so that we avoided the area unless we absolutely had to), and the Budget Inn is simply too far away from the main Shijo shopping districts (Kawaramachi, Teramachi, etc). This meant that dining and shopping options around the hotel were limited unless we were prepared for a long walk or a public transport commute. For this price range, we stayed in another "traditional" style hotel room later in our trip right in the middle of the Shijo shopping district, and the eating, shopping and entertainment options available within a few minutes walk of our front door made the stay far more enjoyable.
