Chourakukan The Chourakukan was built in 1909 as a State Guesthouse for foreign dignitaries and for important politicians of the Japanese Government. The owner of the building was originally a Mr. Murai Kichibei who was known as the "King of Cigarettes" in the Meiji Era where he established a near monopoly on the distribution of the Tobacco trade in Japan before the Meiji government started to regulate the trade. He started importing tobacco leaves from the United States and helped spread the use of cigarettes throughout Japan. Prior to this Japanese people used to only smoke pipes, changing tobacco leaves each time they finished. In the Meiji Restoration period, people sought to improve their lifestyles, and Murai's American style cigarettes became very popular and were welcomed particularly by young people.
